Should we sell to OEMs or operators first?

Whichever has the shorter, cheaper proof cycle for your technology. Many companies win an operator reference first and use it to enter OEM conversations with evidence.

Do we need US manufacturing?

For some public funding streams, eventually yes. The sequencing question — revenue first, localisation when volume justifies it — is most of the strategy.

How different is US transit procurement?

Very. Public agencies buy through formal solicitations with long leads and strict compliance; commercial fleets decide faster and on economics. They are different businesses.
